  1. In a Dutch oven or soup pot, heat 4 cups of water until it reaches a boil.
  2. Introduce the beef, garlic, and ginger into the boiling water, mixing thoroughly.
  3. Lower the heat to achieve a gentle simmer.
  4. Place a lid on the pot and allow it to cook for 20 minutes, stirring from time to time.
  5. Skim off any foam that appears on the surface, or mix it back in.
  6. Take the pot off the heat and strain the contents, saving the leftover water.
  7. Put the pot back on medium heat and incorporate 2 tablespoons of cooking oil.
  8. Once the oil is hot and shimmering, add the onions and sauté for 5 to 7 minutes, stirring occasionally, until they become tender.
  9. Mix the tomatoes in with the onions and cook for an additional 3 to 5 minutes, stirring occasionally, until the tomatoes start to break down.
  10. Combine the drained beef with the tomato and onion mixture, stirring to blend.
  11. Keep cooking over medium heat for another 5 minutes, stirring occasionally.
  12. Incorporate paprika, pepper, curry powder, tomato paste, and salt to taste, stirring well to combine.
  13. Add the saved water back into the pot along with enough additional water to fully cover the mixture.
  14. Bring the entire mixture back to a boil.
  15. Lower the heat and let it simmer uncovered for approximately 1 hour, stirring occasionally, until the meat is tender and the sauce has thickened.
  16. If the beef curry starts to dry out or if you'd prefer a soupier texture, add more water as needed.
  17. Once the beef curry is finished, remove it from the heat and taste.
  18. Make any necessary adjustments to the seasonings.
  19. Top with fresh chilis and cilantro for garnish.
