  2. Blanch the carrots and potatoes for five minutes until they are tender enough to be pierced with a fork.
  3. Briefly cook the peas and beans in the same pot for approximately one minute.
  4. Drain the vegetables and set them aside.
  5. In a sturdy pot or Dutch oven, heat butter over medium heat until melted.
  6. Incorporate the cooked vegetables into the pot and heat until warmed through.
  7. Pour in the milk and cream into the pot.
  8. Increase the heat until the soup reaches a boil.
  9. Reduce the heat to a low setting.
  10. Add salt and pepper to taste.
  11. Stir in the dill and chives.
  12. Allow the soup to simmer for a minimum of 10 minutes.
  13. Dish out the soup while it is still warm.
